OMG!!! there's a fabulous shop on ebay called Mellow All Lovely Stuff, its based in hong kong though, sorry, i know you were looking for singapore but i'm also into nail art myself and i haven't found a better supplier yet, and they are really really well priced goods as well, i don't go anywhere else now.

you can try go to Orchard Towers, i think there's a shop selling manicure products, or you can always search for it online, go to 88db website and look for manicure or beauty products
